Closed - Former Steele County Highway Department Site - Due August 17th, 2020 - Noon
Steele County is issuing this Request for Proposals (RFP) to potential developers for the purchase and development of the former Steele County Highway Department properties along Hoffman Drive.
The properties were formerly occupied by the Highway Department and have been vacant since the flood of 2010. The County has the goal of seeing these sites redeveloped. This RFP will allow the County to identify developer interest for this highly visible corridor at the entrance to downtown Owatonna.
Each property will be considered separate and will each require a separate proposal. Prospective developers MAY but are NOT REQUIRED to submit proposals for both properties.
The North Property is an attractive site that sits on the NW quadrant of the intersection of North Street and Hoffman Drive (County State Aid Highway 45). This intersection carries an average traffic count of 18,900 / day, with 10,000 of those on Hoffman Drive. The parcel has full access to North Street West. Access to CSAH 45/Hoffman Drive would not be permitted due to the controlled intersection and topography of the roadway.
The site is approximately 1.91 acres in size and is currently zoned B-2 Community Business District. The site is located within the flood fringe of the 100-year flood plain. This will require the floor elevation of any building to be raised to one foot above the base flood elevation. This equates to approximately a 5’ fill for the building floor area.
A watermain crosses this parcel diagonally. A building cannot be placed over the watermain. Any cost to relocate the line would be at the developer’s expense.

The South Property is located at 828 Hoffman Drive North. Hoffman Drive has an average daily traffic count of 10,000 vehicles per day in this area. This parcel currently has full access to CSAH 45/Hoffman Drive (right in/out and left in/out are allowed). Left out would be accommodated via an interior road adjacent and parallel to the railroad leading to North Street West.
The entire property is approximately 2.85 acres and is currently zoned B-2 Community Business District. The large rectangular area is approximately 2.3 acres in size.
2020 Assessed Value of Parcel (17-643-0201)
Land: $37,300 Buildings: $0 (Steele County Assessor)
Both parcels are located within the flood fringe according to the current flood plain management study. Per FEMA regulations, fill may be placed in a flood fringe. The City would require a CUP to place the fill, which would also require a hydrologic study. Based on current flood plain information, about five feet of fill would be required to meet flood regulations for development to take place. This is subject to future flood plain rules, studies and changing hydrologic conditions (flood flows have increased in recent years with the heavy rainfalls).
Specifics regarding flood plain remediation at both sites, with the goal of minimizing post-development impact on neighboring parcels, are the responsibility of the developer.

The East 150.00 feet of Lot 5, Block 4, WEST HILLS ADDITION N0.2 as the same is platted and recorded in the office of the County Recorder of Steele County, Minnesota. This property is located on the north side of Florence Avenue, east of the Steele County Administration Building. See attached diagram for further detail.
Responses to this RFP will be accepted until 5:00 p.m. on June 29, 2020 by the Steele County Board of County Commissioners, at the office of the Steele County Auditor, 630 Florence Avenue, Owatonna, Minnesota 55060, to purchase County-owned real property. The parcels included in this RFP are listed below.
The Steele County Board of Commissioners shall receive all proposals submitted in conformity with this solicitation at their Board meeting set for July 14, 2020 at 5:00 p.m.
A response to this solicitation does not create any rights on the part of the responding party and the Steele County Board of Commissioners reserves the right to reject any or all solicitation responses.
